1, in paragraph 3 (d) of my telegram under reference it was stated that the preciso use to which K.M.Ge free grant of 2250,000 for the University is to be applied would be the subject of farther discussion between two Governmenta.

2. You should know that the Chancellor of the Exchequer, while not seeking unduly to dictate or limit the oxaot nae to which the money would be put, has exprossed the wick that this grant of £250,000 should bo used for the robabilitation and development of the Univeraity in addition to and not (repeat not) in place of fundo made available by the Hong Kong Goverment itself, In this connection, however, you will note that contents of my talagram Jo.659 about the informal proposal made here by Sloss for Resistance for the University from Central O.D.& W. allocation for higher education, In the light

of information in my telegram No.639 I should be glad to receive your early commeats on paragraph 2 above and your proposala for the ues of H.h.Q's grant.
